The times do varie from company to company, but the most common time .com and .net domains expire / drop is approximately 2 pm USA eastern time, which is 7 pm UK Time.
Some registrars now "catch" the best domain names for certain domain reseller companys, one main company being snapnames.com.They use software that grabs the best and most valuble expired domain names as soon as they go back into the public domain market.
You can use a back order ordering system with snapnames, but it's not always successful, however, if you really want to grab a domain that's of high value you stand a better chance of becoming the owner of that domain using a backorder system.
But you will have to pay a higher price because your buying the domain from a third party, and also if anyone else want's that domain your trying to get they can bid against you, and the highest bidder wins the domain.
